In Febuary there are 3 User Group Meetings, Berlin and Düsseldorf have their monthly Meeting, and the belgian User Group meets also. There is also a C++ User Group in Oslo, but there next meeting is not yet scheduled. Maybe some of the trolls could join them :)
There is no news about new User Groups in Europe. There has been some movement in London, but yet no person willing to organize it. To get started is not that difficult, and it does not make a lot of work. You need one person willing to set up a date at a location, which can be as less as a phone call, the place should be able to host 15-40 people. Hackerspaces are a good way to start as a location, but sometimes are already fully booked. I'm willing to help and support you, but I can't organize it and will not be able to travel for this. At least for now. In Germany we might have soon new User Groups in Dresden and Aachen.
But back to the acutal meetings:
The belgian User Group meets at the 4.th of Febuary, and will host 2 talks, one about C++ on WinRT and one about Threading in C++11.
In Düsseldorf we'll meet at the 3rd Wednesday again, this time featuring a talk about generic programming in C++. The User Group of Berlin will meet one day before, but I don't know yet which talk they will have.
